Dingras, The Tranformation

Dingras, Ilocos Norte, Philippines, February 27, 2014, population 37,000 and counting. On February 27, 2014, the 2014 Ilocos Barkada group dropped by this sleepy town.   The most folks we saw then were from a funeral cortege that was passing by, and the workers inside the church.
